The Collapse of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from different nations. Considerable effort is devoted on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nighttime Reality

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity enabled by timely intelligence. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by Western nations. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: possibly the incoming missile won't strike its target this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Not long after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's vital need on Western support – a dependence that regional partners are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The detailed framework from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new initiative from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, endure.

Political Considerations

It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unrealistic to force Russia to surrender the land that it presently holds in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding civilians and areas but averting a complete military breakdown until situations evolve in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a just a single week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
